yes, the roulettes only unlock on stuff you have already done, but eventually it will require you to unlock all the dungeons in order to have the roulette unlocked. for example at lvl 50 if you don't have the 3 newest dungeons unlocked and completed, the Expert roulette doesn't even show up.
